Do not have an owner's manual, can anyone tell me
what the PWR-ECT-NORM switch is supposed to do?

Thanks, Bob B

ECT means that switch controls the Electronically Controlled
Transmission.

NORM is normal response, shifting up through the gears fairly quickly.
PWR delays the shift points to keep the engine revs up and in the power
band more, allegedly to keep the system more responsive.

Really, it's more marketing than anything else.

It's a standard Toyota thing.
